Dulay Agricultural Pilot – Cavalla River Floodplain
A structured, data-driven agricultural initiative in Dulay Town, Liberia, integrating rice, peanuts,
and corn production with digital monitoring, transparent finance, and cooperative-focused planning.
Initially funded by Mr. George Z. Weamie and implemented under
Z & Z Wodoe Enterprise, with strategic project development support from
Legacy Business Hub LLC.
Project Overview
The Dulay Agricultural Pilot Project is an initiative under Z & Z Wodoe Enterprise,
established to demonstrate productive and transparent use of the agro-fertile floodplain of the Cavalla
River basin in Dulay Town, Liberia. The pilot brings together 12 Dulay farmer working groups,
engaged in the cultivation of rice, peanuts, and corn, with a strong emphasis on
record-keeping, accountability, and scalability.
Initial implementation focuses on a defined pilot area under rice, peanuts, and corn, supported through
field supervision, data collection, and operational monitoring. The intention is to use the results of this
pilot to build a credible, verifiable foundation for future farmer cooperative development and larger-scale
mechanized production.
Operational Focus
Day-to-day activities in Dulay are organized around the full agricultural cycle, coordinated with the
participation of the 12 farmer working groups. Core operational areas include:
- Land preparation, planting, weeding, spraying, and harvesting for rice, peanuts, and corn.
- Worker attendance tracking, labor distribution by activity, and labor cost monitoring.
- Seed procurement and input management for each crop, including vendor and pricing records.
- Tool and equipment purchases, inventory tracking, and field logistics.
- Ongoing project expenses such as fuel, transportation, food, and communication services.
These activities are documented through structured data collection tools and regular reporting, ensuring that
each phase of the project is traceable, auditable, and aligned with future cooperative and investor expectations.
Digital Monitoring & Transparency
A core feature of the Dulay Agricultural Pilot is the use of digital systems to support transparency,
timely decision-making, and readiness for future financing. Dedicated online forms and their linked
spreadsheets are used to capture and organize operational data, including:
- Dulay – Daily Field Activity Log (field work, crop stage, weather, challenges).
- Dulay – Worker Attendance & Labor (number of workers, tasks, labor cost, payment method).
- Dulay – Seed Purchase Record (crop type, quantity, vendor, unit price, total cost, receipts).
- Dulay – Tool & Equipment Purchase Record (tools acquired, quantities, vendors, costs, documentation).
- Dulay – Project Expense Log (fuel, transport, food, airtime, accommodation, and other operational costs).
These data streams feed into analytics and dashboards, providing real-time visibility on field performance,
spending patterns, and operational efficiency. This digital foundation is intended to meet the documentation
standards of government agencies, cooperative development bodies, and international donors and investors.
Strategic Objectives
The Dulay project is designed as both a practical field intervention and a structured demonstration model.
Key objectives include:
- Building a verifiable performance record for rice, peanuts, and corn production in Dulay Town.
- Demonstrating responsible use of funds and clear financial documentation at every stage.
- Establishing a basis for farmer cooperative development and inclusive participation of local working groups.
- Positioning the initiative for partnerships with government entities, donors, and private investors.
Mechanized Rice Expansion – Legacy Business Hub LLC
Observing the strategic location and agro-fertile conditions of the Cavalla River floodplain,
Legacy Business Hub LLC has prepared a mechanized rice production proposal as a
forward-looking extension of the Dulay initiative. The proposal outlines:
- An initial 50 hectares of mechanized rice production on the basin as a first phase.
- Use of appropriate machinery and improved agronomic practices tailored to the floodplain context.
- Integration of local farmer working groups into mechanized operations through structured roles and training.
- A scaling plan to expand beyond the initial 50 hectares upon successful completion and evaluation of Phase One.
The Dulay pilot, with its detailed operational and financial records, is intended to serve as a practical
foundation for this larger mechanized rice program, helping to demonstrate both capacity and governance to
prospective partners and financing institutions.
